Reine Devila is the queen of the devil world and she dispises all forms of love, it is she who commands her underlings to go to war with the angel world she also tells them spread hatered throughout the human world and to try and eradicate all the love from the human world they can. She seems to hate the feelings of love between brides and grooms the most.

It is never explained why she hates love so much in the manga (she does get a backstory in the anime however).
