Uragano is Yōsuke's father, he is a Devil, in fact he is the devil that killed Lily, Daisy and Salvia in their past lives. The result of his attack was that he, and Cerezo, were blown down to the Human World from the Angel World and both of them suffered amnesia - forgetting who they were.

He was found by a young woman and taken to the local hospital, even though he was abrasive the woman fell in love with him and he fell in love with her - they married and had Yōsuke their only son. However when Yōsuke was still a baby his memories returned and he was compelled to return to the Devil World.

It wasn't until Angel Salvia appeared that Uragano attacked the Love Angels and revealed to Yōsuke his heritage, when Uragano hurt Wedding Peach Yōsuke flew into a fit of rage and transformed into a Devil - Viento, Uragano abducted Viento and took him back to the Devil World with him.
